Servizz.gov Agency

Servizz.gov is the agency bringing all government services together. It is a bridge between the Public Service of Malta and the general public, making government services more accessible.


Servizz.gov makes life easier and saves time. It does away with citizens having to travel to offices in Valletta and elsewhere.


Over the years, the services offered by Servizz.gov have continued to increase, and therefore, Servizz.gov has now expanded its operation, and runs 26 hubs around Malta.

The Agency

Massimo Vella Picture

Massimo Vella

Chief Executive Officer (CEO)

Mr Vella was born in November 1968. He holds a Master of Science in Information Systems Management and a Bachelor of Computer Science from the University of Greenwich respectively.

Having joined the Public Service of Malta in 1989, Mr Vella fulfilled various managerial and technical roles. In 2012 he was appointed as Chief Information Officer spearheading projects such as simplification initiatives and strategic applications across numerous Ministries. He contributed in areas such as myHealth, Electronic Exchange of Social Security Information, mServices, Digital Tourism Platform – CONvErGE (ERDF 2.035) project, Government Modern Workplace Initiative and Digitisation projects.

Mr Vella has also contributed as a working group member to the attainment of various inter-ministerial initiatives such as the Mapping Tomorrow Strategy, Social Media Policy, National Cyber Security Strategy, Tallinn declaration on eGovernment and the strategy regarding the use of online services.

Mr. Vella was appointed Chief Executive Officer of Servizz.gov in August 2020.

Abigail Abela Cavallaro Picture

Abigail Abela Cavallaro

Head (Finance & Procurement)

Ms Abigail Abela Cavallaro was born in November 1991. She is a qualified accountant holding the ACCA Qualification and a member of the Malta Institute of Accountants.

She started her career in Accounting and Finance in 2012, working in client accounting services, and the gaming and hospitality industries. She joined Servizz.gov in July 2020 as a Senior Manager (Finance & Procurement) and was appointed Head (Finance & Procurement) in July 2023.

Together with her team, she is responsible for ensuring the most efficient and effective use of financial resources for the Agency, in line with the Agency's direction and strategy.

Andre Arciola Picture

Andre Arciola

Head (Operations)

Mr Arciola was born in 1982. He studied at the University of Malta, from where he obtained a postgraduate qualification in Tourism Studies and a Masters qualification in Management.

He spent his first ten years of his career in the Quality and Training section at the Malta Tourism Authority where he focused on the development of quality and training schemes for the tourism industry.

He joined the agency in May 2018. One year and a half later he was appointed as Servizz.gov’s Head of Quality and Training.

In his free time, Mr Arciola is a sports enthusiast. He has served as a football referee for several years, as well as an Assistant Director within the Malta Football Association’s Refereeing Department.

Henry Cipriott Picture

Henry Cipriott

Head (Corporate & HR)

Mr Cipriott was born in November 1984. He holds a Masters Degree in Human Resources Management and Training from the University of Leicester and a Bachelor’s Degree in Social Policy from the University of Malta.

He is a human resources professional with over 10 years of responsible experience in administration and people management in the public sector arena. His professional experiences include the development of operating procedures and policies, employment law compliance, strategic human resource planning, employee benefits, work-life balance measures, payroll management, employee well-being, performance management, employee relations, and training and development.

In December 2019 Mr Cipriott was appointed Head (Corporate Services) at Servizz.gov, where he is responsible, together with his team, for the Agency’s corporate issues ensuring the most effective and efficient use of human resources.

George Dimech Picture

George Dimech

Head (Research & Development)

Mr Dimech was born in 1971. He studied at the University of Reading and the College of Estate Management in the UK and at the University of Malta. He graduated in Management, Business Administration, arbitration, and specialised in multiple sectors on quality and various aspects related to construction at Masters and Doctoral levels. He is also a chartered member of the RICS and CIArb.

He has over 34 years’ experience in the public and private sectors and has served as CEO, managing consultant, managing director, projects and contracts manager, arbiter, and quantity surveyor within multiple entities.

He coordinated multiple international and local strategic initiatives and technical projects. He also served as senior visiting lecturer at university, technical institutes, and other academies. Mr Dimech has been appointed as the first Head of the Research and Development Department of the agency where he is responsible, together with his team, for Quality Assurance, User Experience and Service Design.

James Piscopo Bonnici Picture

James Piscopo Bonnici

Head (PR & Marketing)

Mr Piscopo Bonnici was born in March 1991. He graduated from the University of Malta with a Bachelor of European Studies (Hons). He also obtained a Masters in Diplomacy, specializing in public diplomacy, from Lancaster University in the United Kingdom.

He worked as a journalist in several newsrooms. Since 2014, Mr Piscopo has worked as a Communications Coordinator in various sectors, as well as in the European Parliament. In 2020, he was appointed as the first Communications director of Malta’s Public Service, where with his team he helped to establish the necessary structures for the Public Service to strengthen its identity and media presence through regular campaigns.

Mr Piscopo Bonnici joined Servizz.gov as Head of PR and Marketing in June 2023.

Jesmond Sciberras Picture

Jesmond Sciberras

Head (ICT)

Mr Sciberras was born in December 1978. He studied at the University of Malta where he graduated in Computer Studies in Education.

He began his career in 2000 as a teacher of Computer Science and Information Technology in various secondary schools. He was also a visiting lecturer at the University of Malta.

He has over fifteen years of experience in the public service working as an ICT Officer in various ministries where he managed horizontal ICT operational tasks as well as led a number of ICT-related projects.

Mr Sciberras was appointed Head of ICT in April 2022 where together with his team he is responsible for implementing the Agency’s ICT strategy, programmes and initiatives.
